PLANNING AND DEVELOPMENT COMMITTEE Public Hearing March 14, 2007 Support for H.B.7090, An Act Concerning Responsible Growth Comments submitted by Margaret Wirtenberg, Land Use Specialist
The League of Women Voters of Connecticut applauds the Governor's Office of Responsible Growth for taking significant steps to strengthen the planning process as it deals with important problems associated with uncontrolled development.
An Act Concerning Responsible Growth (H.B.#7090) takes a significant step toward increasing the role of regions in the search for better planning and growth policies.
The League supports the new Section 7, in particular, changing existing Section 8-3b. This is the redefinition of the referral role for Regional Planning Organizations as follows: a zone change would now be under review at a regional level when-- the proposed zone change involves more than five acres of development and would increase the permitted density by more than fifty per cent.
Additionally, League supports a new Section that is inserted to further define "significant regional impact": Sec. 8. (NEW) (Effective October 1, 2007) (a) As used in this section, "proposed development that has a significant regional impact" means a proposed development that: (1) Involves development of more than fifty thousand square feet; (2) involves development of more than one hundred housing units; or (3) requires more than two hundred parking spaces.
