S. B. No. 39 AN ACT CONCERNING RESPONSIBLE GROWTH

The League of Women Voters of Connecticut applauds efforts to implement the principles of Responsible Growth, as illustrated in this bill.
The League heartily concurs with new section one as it defines “responsible growth” as the use of land and resources in ways that enhance the long term quality of life for current citizens of the state and future generations.
Section 8 particularly relates to our own land use position. The League believes in comprehensive long-range planning for conservation and development.
First among the ideas to support would be transit oriented development as articulated in Sec. 10 and the new provisions of Section 8: allocation of not less than 2 percent of total cost of a development to pedestrian and other non-motorized transportation improvements, where the Secretary of the Office of Policy and Management deems it appropriate to do so.
