RB 5798 AA Establishing A Tax Credit for Green Buildings

The League of Women Voters of Connecticut, a statewide organization with over 2400 members, is a non-partisan political organization committed to effective public policy and encouraging the active participation of citizens in government. On behalf of the League, I would like to thank you for giving us the opportunity to comment upon this measure.
In 2007, the League of Women Voters supported higher “green building” requirements and financial incentives to encourage the use of energy efficient technology in state facilities and school construction. We believe that green buildings are not only more efficient, they are more likely to incorporate renewable energy sources and use grid power generated from renewable sources. We supported legislation last session that adopted LEED silver certification standards for all new construction and major renovations.
RB 5798 AA Establishing a Tax Credit for Green Buildings provides a tax credit for eligible projects rather than a direct rebate. Green building requirements can add significant costs to a project that may not be recovered by the lower energy costs that result. A tax credit will encourage more developers to make that initial investment and create a “green” real estate market in our state. The League also believes those receiving the tax credit should exceed the state building code energy efficiency standards by 20% as is required by PA 07-242.
