LWVCT Action Priorities 2005-2006

 ELECTION LAWS

 Campaign Finance Reform

As of this writing, we are pressing for comprehensive reform. See attached Fact Sheet.

 Election Day Registration

The League continues to support the concept of Election Day registration.  We are working with the Coalition for Effective Democracy and our lobbyists to make this priority a reality.

 Absentee Ballot Reform

For many years, local leagues handed out absentee ballot applications in connection with their voter registration activities.  Due to changes in the absentee ballot laws that place onerous registration and reporting requirements on anyone who distributes absentee ballot applications, we have advised local leagues not to distribute absentee ballot applications.  We support an exception to the new registration and reporting requirements for non-partisan, non-profit organizations like the League and will advocating for a modification to the law.

 TRANSPORTATION

LWVCT has identified the following transportation priority:

The overarching transportation policy must be the reduction of all vehicles on state roads, especially the large interstates.  To achieve this policy, we support:

*  priority funding for new railroad equipment and facilities.  We are concerned about the delays in placing the Virginia cars in service on the Metro North line and the lack of information regarding the design of the new railroad cars;

* increased barge system for freight and high speed passenger ferries;

* increased bus service between and within communities

* increase in government subsidies to users of mass transit and support to employers who offer staggered hours and employee incentives to users of mass transit.

In addition, we are particularly concerned about the safety of our highways and the limited enforcement of traffic laws by all vehicles on our highways.
